Bill joined the Premier Solutions Group following a long and dedicated career serving the Wisconsin’s Racine County community, where he began his career as a an educator at Union Grove high School. He later accepted a position with the Racine County Sheriff’s Department and held several positions of increasing responsibility. He was elected Racine County Sheriff in 1995 and served eight years. In 2003, he was elected Racine County Executive and served the Racine community in that capacity until his retirement from public service in April 2011.
In his position as Racine County Executive, Bill was the first governmental official to implement the Premier Solutions employment model. Upon taking the reins as Executive, Bill faced budgetary deficit of more than $9 million, which was attributed to high costs if staffing and heath care costs for county employees. Bill implemented the Premier Platinum employment solution in key areas and immediately generated surpluses of $3 million and $8 million for the general and health care reserve funds, respectively. Also during his tenure, he achieved a 29% reductions in Full Time Employees (FTE’s); launched a new Heath Care Clinic to exclusively serve county and city employees; redesigned the county mental health delivery model; implemented a contractied staffing solutions for the county juvenile detention facility; and achieved an 83% reductions in daily population of delinquents at the juvenile detention facility by establishing an in-facility transitional school that offers alternatives to incarceration through education (ACE).
Bill’s success as Racine County Executive, and his intimate knowledge of alternative employment and operational models, makes him a tremendous asset to the Premier Solutions Group and its clients.
